Police get bleeding control training credit

Beginning July 1, 2025, Connecticut police officers and probationary candidates receive credit for qualifying bleeding control training. It counts toward their required basic or review training. The instructor must be currently qualified through the law's bleeding control trainer program.

Free bleeding control training for communities

Beginning July 1, 2025, Connecticut's emergency services department may run a bleeding control trainer program with district health departments. The program must use a training model from a nonprofit that specializes in bleeding control. District health directors set eligibility rules within these local groups: district health, youth service bureau, school, and municipal social service employees; youth-serving and youth sports employees and volunteers; fire department members; local police; other municipal employees; and local or regional school board members. Currently qualified trainers can teach anyone in the public, and both trainer qualification and covered public training must be free. Schools may include the trainer program in staff training, and the department may partner with a bleeding control nonprofit.

Bleeding control kits in public places

Beginning July 1, 2025, Connecticut's public health commissioner may place bleeding control kits with help from district health departments. Covered sites include public buildings and places of public accommodation, resort, or amusement. Kits must contain tourniquets, compression and bleeding control bandages, emergency blankets, latex-free gloves, markers, scissors, and instructions from a bleeding control nonprofit, the Department of Defense, or a similar agency. Installed kits must be centrally located, clearly visible, and easy to reach; storage cases must clearly identify the kit. Kits may share a case with an automated external defibrillator, and the commissioner may accept donated kits; installation is optional.
