Insurance protections for nonprofit volunteer drivers
Beginning January 1, 2027, Connecticut auto insurers cannot penalize drivers solely for qualifying volunteer driving. Insurers cannot refuse renewal, add a surcharge, or otherwise raise rates for that reason. This protects the person named on the policy and anyone who regularly drives the insured vehicle. The service must be for a nonprofit corporation or charitable organization, with no pay beyond expenses. Covered services include transporting people or goods.
New advisory board for nonprofit providers
Effective upon passage, the law creates a Nonprofit Provider Advisory Board within Connecticut’s Office of Policy and Management. It advises the Governor and that office on nonprofit services. The Governor appoints 12 members: six nonprofit service providers, one statewide nonprofit association leader or designee, and five at-large members. State agency leaders and a Judicial Branch representative also serve. Appointed members serve terms matching the Governor’s, and the Governor chooses the chair. The board recommends better service access, agency coordination, simpler state processes and contract expectations, and stronger nonprofit finances, including payment reforms. It also recommends a shared workforce data system and identifies opportunities, problems, and gaps from federal funding or policy changes.

To (1) modify statutory provisions relating to the offenses of organized retail theft and accessory to organized retail theft, (2) establish fostering the sale of stolen property and gift card crime as forms of larceny, (3) modify statutory provisions relating to the civil liability of a person eighteen years of age or older or an emancipated minor who takes possession of certain goods, merchandise or produce without the consent of the owner and with a certain intention, or who alters the price indicia of such goods or merchandise, and (4) modify statutory provisions concerning to whom the Department of Public Health may release information concerning acknowledgment of parentage.
