Aerosol paint buyers face recycling charges
Effective October 1, 2026, the law requires aerosol paint producers to join Connecticut’s paint stewardship organization by July 1, 2028. The organization must submit a plan covering all paint products for state approval. Once that plan starts, all covered paint purchases carry a per-container charge; the amount requires state approval and is unspecified. Producers, distributors, and retailers cannot sell covered paint from producers outside the approved program. Retailers and distributors are protected if the producer or brand appeared on the state’s participation list when ordered.
Paint stewardship organization faces annual fees
This provision takes effect October 1, 2026. Starting no earlier than July 1, 2027, Connecticut’s environmental commissioner may charge the paint stewardship organization for administration and enforcement. All annual fees the commissioner charges the organization combined cannot exceed $50,000. The organization pays this fee, not households directly.
