Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

State employees face separation payment cap

Beginning October 1, 2026, Connecticut state agencies generally cannot pay resigning or retiring employees more than $50,000 under covered arrangements. The cap covers payments to avoid potential lawsuits and payments under agreements not to speak negatively about the agency. It also covers other agreements barring work while regular pay and benefits continue. Exceptions include authorized leave during disciplinary investigations, Attorney General settlements, and Governor approval. Payments required by union agreements, employment contracts, or state or federal law are also exempt.

State employees keep protected complaint rights

Beginning October 1, 2026, covered agreements cannot stop employees from using specified Connecticut whistleblower and complaint channels. This protection covers making complaints and sharing information under sections 4-61dd and 4-276 through 4-280. It applies to settlements, agreements not to speak negatively about the agency, and other covered agreements.

State audit contracts require advance notice

Beginning October 1, 2026, Connecticut agencies must notify the Auditors of Public Accounts before entering or changing audit contracts. Notice is due at least 15 days beforehand. Agencies must ensure providers share audit-related information with the state auditors on request and supply requested audit copies. Agencies no longer have to wait for the state auditors' advice before proceeding.

Written agreements govern foundation staff costs

For agreements entered into or renewed beginning October 1, 2026, written terms govern state payments for foundation staff. The state may pay salaries, benefits, and expenses for foundation officers or workers who are state employees. These payments require a written agreement between the state agency and foundation. The agreement must state whether the foundation will repay costs for state employees providing services and, if so, how much.
