New penalties for out-of-state bottle refunds

Beginning October 1, 2026, no one may collect or charge Connecticut bottle refunds for containers bought outside Connecticut. Willful violations involving 5,000–19,999 containers are class B misdemeanors; those involving 20,000–30,999 are class A misdemeanors. Violations involving 40,000 or more containers are class D felonies. Counts cover one or more transactions within a single calendar year. Anyone who willfully directs another person to do this faces the same penalties. The ban exempts carriers and warehouse workers lawfully transporting or storing containers as merchandise, including employees working within those duties.

Lower handling payments for large redemption centers

From April 1, 2026, through June 30, 2027, distributors reduce qualifying redemption centers’ handling fees by at most one cent. This applies to centers processing at least 50 million containers annually without automated barcode or universal product code scanning for all containers. Connecticut’s Department of Energy and Environmental Protection confirms the volume in consultation with the Department of Revenue Services. The reduction ends July 1, 2027, or earlier when full scanning begins, provided the center uses that scanning for all containers.
