4 provisions identified: 2 benefits, 1 costs, 1 mixed.
Beginning July 1, 2025, covered employers face penalties for failing to enroll workers or send required retirement contributions. The Connecticut Comptroller must send at least two warning notices, then a final notice. Penalties can apply each year noncompliance continues for at least 90 calendar days after the final notice is served. Annual penalties are up to $500 for 5–24 employees, $1,000 for 25–99, and $1,500 for 100 or more.
Beginning July 1, 2026, qualifying personal care attendants gain access to Connecticut’s retirement savings program. They must be at least 19, work in Connecticut, and have at least 30 days with a qualified employer. A consumer receiving their care through a state-funded program counts as a qualified employer. The law does not guarantee an employer contribution.
Beginning July 1, 2025, the Connecticut Comptroller must provide a retirement savings option that can accept federal Saver’s Match contributions. This requirement serves program participants who receive that federal match. The law does not set the match amount or make every participant eligible.
Connecticut retirement program participants enrolled on or after July 1, 2025, face a new rule for default contributions. It applies only when they have not chosen their own contribution level. The default follows federal tax law, Section 414A(b)(3)(A); this law does not state a percentage or dollar amount. Contributions reduce current take-home pay while building retirement savings.
