Beginning July 1, 2025, Connecticut provides a one-time $100,000 death benefit to eligible families of fallen first responders. Covered responders include emergency medical technicians, firefighters, paramedics, and police officers killed while performing their duties. Qualifying deaths involve an incident, accident, violence, or a work-related cause recognized for workers’ compensation. Deaths caused by the responder’s own wanton or willful act are excluded. A family member must notify the Comptroller; each family gets at most one payment, with priority for dependent children and spouses. Claims are paid in notice order, subject to available appropriations and money remaining in the Fallen Hero Fund. The payment is added to other benefits and is not reduced by them.
Beginning July 1, 2025, eligible survivors of first responders killed in the line of duty receive health coverage without contributions. For public employers outside state government, existing partnership-plan coverage continues without a break for one year, with annual renewals available for up to five years. Survivors whose employer lacked partnership-plan coverage have a one-year enrollment window if covered through the responder’s employer plan at death. At a survivor’s request, that employer must apply for partnership-plan coverage, and the Comptroller must accept the application. This coverage also lasts one year, with annual renewals available for up to five years. The Fallen Hero Fund reimburses employers for the full cost of qualifying survivor coverage payments; no dollar cap is stated.
