Beginning July 1, 2025, UConn’s trustees and the Board of Regents must review rules that block enrollment over unpaid balances. By January 1, 2026, they must update those rules so account holds do not delay enrollment. This applies to students enrolled or seeking to enroll in college programs in correctional facilities.
Beginning July 1, 2025, Connecticut public colleges must provide data requested by the Criminal Justice Policy and Planning Division. Requests must support the division’s duties under state law. Sharing must follow the federal Family Educational Rights and Privacy Act. Confidential information stays confidential, and individual records may be used only for statistical analysis.
Beginning July 1, 2025, the Office of Policy and Management runs P20 WIN, linking education, workforce, and supportive-service data. Its executive and data boards oversee secure sharing and cross-agency data-management rules. The Department of Revenue Services may also share tax-return information with state agencies or support research requests through P20 WIN. Tax-data sharing is limited to evaluation or research and must be allowed by federal law. Recipients outside state agencies must sign a data-sharing agreement.
