Beginning October 1, 2025, covered unpaid Connecticut municipal penalties become liens, or legal claims against the affected property. Covered penalties come from ordinances authorized by section 8-12a, local blight rules, and rules requiring safe and sanitary housing. The lien attaches to the property from the date the penalty was imposed. Municipalities can record, continue, release, and enforce these liens like property tax liens. These claims take priority over other liens and claims filed after July 1, 1997, but taxes come first.
