3 provisions identified: 2 benefits, 0 costs, 1 mixed.
Beginning October 1, 2025, accessible passenger-van parking spaces must be 16 feet wide, including 8 feet of crosshatched access space. The law retains passenger-car standards applying since October 1, 2017: 15 feet wide, including 5 feet of crosshatched space. Both types must be as close as possible to a building entrance or walkway. For either type, parking parallel to a sidewalk on a public highway is an alternative to these width requirements. Greater widths required by the State Building Code for electric vehicle charging take priority. Signs must be above ground, with white lettering on blue and the international symbol of access. Existing signs say “handicapped parking permit required” and “violators will be fined.” When signs are replaced, repaired, or installed, they must say “reserved parking permit required” and “violators will be fined.” Those signs must also display the access symbol and minimum fine, which can appear on an attached notice.
Beginning July 1, 2025, local leaders can appoint a licensed acting building official after the regular official’s absence reaches 15 consecutive days. An acting appointment covers only one period, lasting no more than 180 days. Acting appointments also remain available after death, disability, dismissal, retirement, or loss of the regular official’s license. Towns, cities, and boroughs must appoint qualified regular building officials for four-year terms and name successors every four years. Two or more municipalities can share a building official.
Beginning October 1, 2025, approved new, relocated, or altered elevators and escalators receive an operating certificate costing $250. The certificate lists approved capacity and speed and must be posted where it is easy to see. The initial certificate lasts 12 months; later renewals cost $240 every two years. Renewal requires the latest inspection to find the equipment fit for use, with no outstanding legal violations. Private-residence elevators do not need renewals, and the state and its agencies pay no certificate fees. Elevators and escalators cannot legally operate without a certificate.
