Starting July 1, 2027, Connecticut agencies must raise recurring contract rates for nonprofit human services providers every July 1. Increases match the previous calendar year's percentage increase in the Consumer Price Index for All Urban Consumers, Northeast region. Rates cannot fall when that index drops. The Department of Social Services must apply the same annual increase to these providers' Medicaid rates unless federal Medicaid law prohibits it. By January 1, 2026, and every three years afterward, the Office of Policy and Management must report on these contracts. Reports go to legislative budget, human services, and public health committees and identify funding needed for future inflation increases.
