Beginning October 1, 2025, Connecticut towns adopting zoning rules for conversions under this law get priority for state redevelopment funding. The Department of Economic and Community Development must give them priority under the greyfield revitalization program. The law sets no funding amount and does not guarantee an award.
Beginning October 1, 2025, Connecticut towns cannot revalue buildings converted fully or partly to homes under this law for three years. The three-year period starts when the certificate of occupancy for the conversion is issued. This delays revaluation; it does not guarantee a lower property tax bill or freeze tax rates.
Beginning October 1, 2025, Connecticut towns can adopt zoning rules allowing streamlined review of full or partial commercial-to-home conversions. Eligible buildings include hotels, stores, and offices, but not industrial buildings. Owners must certify in writing, using the town’s required format, that the building meets the vacancy or occupancy test. It must have been vacant or averaged below 50% occupancy during the year before applying. The local planning or zoning commission must decide within 65 days after receiving the application. Applicants can agree to extensions totaling up to 65 additional days or withdraw their application. Towns cannot make approval depend on fixing existing uses, structures, or lots that do not meet zoning rules. Building, fire safety, and fire prevention codes still apply, and towns cannot unreasonably delay required inspections. Streamlined review does not guarantee approval.
