The law gives otherwise-eligible property owners another chance to claim specified property-tax exemptions under section 12-81(76). Covered grand list years are Berlin 2023 and 2024; Canton, Manchester, and Newington 2023; Milford 2024; and New Haven 2022. Owners must file the required statement within 30 days after July 1, 2025, and pay the statutory late-filing fee. After verifying eligibility and fee payment, the assessor must approve the exemption. The town must refund taxes, interest, and penalties paid above what a timely filing required.
The Department of Developmental Services must raise contracted service rates by 3.3% on July 1, 2027. Rates rise another 3.3% on January 1, 2028. Residential-service providers receive an additional 3% increase on each date. The increases use a $105 million pool for the fiscal year ending June 30, 2028. These payments go to providers, not directly to households receiving services.
Beginning September 30, 2025, voters in Connecticut towns with 16,000 or fewer people can petition for a local referendum. Population is measured by the most recent decennial U.S. census. The referendum can challenge environmental permit approvals or denials based on section 22a-20a(g). Petitions and votes must follow the procedures in sections 7-7 and 7-9. An affirmative referendum vote reverses the environmental commissioner's decision.
Newington and Trumbull can delay property revaluations from the assessment year starting October 1, 2025, to October 1, 2026. Each town's legislative body must approve its delay. Later revaluations resume at the point in the statutory schedule the town followed before the delay. This can postpone assessment-related tax increases or decreases; the law sets no individual tax-bill change.
Beginning July 1, 2025, the Education Commissioner cannot add schools to the state's school turnaround network, whose authority covers fiscal years 2013–2028. Schools already participating on July 1, 2025, can stay one or two additional years under an exception to usual extension approval rules. The commissioner must review each school before its third year ends. Local or regional school boards must consult the commissioner and plan the school's return to full board control. The State Board of Education must approve that plan.
