Two-year rent caps for stabilized renters

The law caps rent increases in rent‑stabilized homes that take effect July 1, 2023 through April 30, 2025. For most units, each increase is the smaller of the general adjustment plus 2 percentage points, or 6%. If the home is occupied by an elderly tenant or a tenant with a disability, each increase is the smallest of the general adjustment, the latest Social Security COLA, or 4%. If the unit is leased or co‑leased by a home‑ and community‑based services waiver provider, each increase is the lesser of 4% or the general adjustment. From May 1, 2023 to April 30, 2025, total increases cannot exceed the April 30, 2023 legal rent plus 12%, or plus 8% for elderly/disabled occupants or HCBS‑leased units.

Faster re-notice and rent refunds

For rent increases covered by these rules with an effective date on or after July 1, 2023, a landlord may send a new notice with less than 30 days’ notice if the new increase is smaller than the original. If you paid more than the legal allowable rent under earlier notices, the owner must repay you within 30 days after the overpayment or by August 1, 2023, whichever is later.
