Broader heating rules but repair exemption

Beginning January 1, 2025, D.C. applies these rules to water-heating systems, not just appliances. This can bring more types of equipment under the restriction on installing fossil fuel-burning systems. The law also exempts replacing parts in existing space or water heaters that use on-site combustion of natural gas, oil, or other fossil fuels. The exemption covers component replacements only, not full new-system installations. Building owners and installers must follow the clarified scope when planning work.
