Beginning December 19, 2016, the District's consumer protection law applies to the DC Housing Authority when it acts as a landlord. If you rent from the DC Housing Authority, you get the chapter's landlord-tenant rules and remedies. Other District agencies and employees remain outside this chapter for other activities. This clarifies your rights when dealing with the Housing Authority as your landlord.
Beginning June 12, 2007, the law defines who counts as a "merchant" under DC consumer law. A merchant is a person who, in the ordinary course of business, sells, leases, transfers, or supplies consumer goods or services. The District government, its agencies, and employees acting in their jobs are not merchants. The chapter's landlord-tenant rules still apply to the DC Housing Authority when it is a landlord. For business owners, this confirms that private sellers and service providers are covered by these consumer rules.
