The law tells DC courts and administrative panels to accept an agency’s reasonable reading of a law or rule it enforces. This applies when the text is silent or unclear, and the reading is not plainly wrong or inconsistent with the text or intent. It covers reviews of agency orders and decisions, and reviews of agency rules. Judges can look at whether the view is long‑standing and consistent, within the agency’s expertise, and carefully and formally considered. This makes agency actions more likely to stand and can make challenges harder, while adding predictability.
