Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Condo owners can meet and vote online

Condo unit owners, boards, and committees can meet by phone or video. The system must let everyone hear and be heard. Anyone attending electronically counts as present for quorum. Meeting notices must include a link or access instructions. Boards can send ballots with the notice and set a fair return deadline. Owners can vote electronically up to 7 days before the meeting, and those votes count as in-person. The law also repeals one condo meeting paragraph to align these rules.

Co-ops can hold remote member meetings

Members of cooperatives, including limited equity co-ops, can hold meetings remotely. This applies even if articles or bylaws do not allow remote meetings. Member rules that once deferred to organic rules now apply by default. These changes make remote participation standard for covered Title 29 groups.

Emergency law active for 90 days

The law takes effect after the Mayor approves it or after a Council veto override. It remains in force for no more than 90 days under emergency authority. The remote meeting and voting rules apply only during this period.
