New lead-paint threshold for homes

The law changes the lead-based paint hazard number from 0.7 micrograms per square centimeter to 0.7 milligrams per square centimeter. Inspectors, landlords, and property owners must use this number for testing and cleanup decisions. This can change when a home is marked hazardous and when fixes are required. This applies beginning March 16, 2021.

Government agencies count as subscriber owners

The law adds government entities to the legal definition of a "subscriber organization" under DC retail electric rules. Beginning December 13, 2013, a government entity that owns qualifying property can act as a subscriber organization. This mainly changes which organizations can take part, not household bills.

Retroactive dates for these DC changes

The law sets when earlier sections apply. Section 2 applies beginning December 13, 2013. Sections 3 and 4 apply beginning March 16, 2021. Because these dates are retroactive, some people or agencies may gain rights or face duties for past periods tied to those sections.
