Stronger checks for youth program staff

Employees and volunteers of host employers or grantees in DC youth employment programs are now covered by criminal background checks if they have direct contact with youth or unsupervised access. The Department of Employment Services can run criminal and driving-record checks for these workers under the District’s child-protection background check law. These checks help protect youth but can add steps or delays before placement. This emergency law takes effect after mayoral approval and lasts no longer than 90 days.

Updates to youth program activities

The law changes youth employment program rules. It replaces the phrase “closing ceremony” with “activities,” giving programs more flexibility about events. It also removes paragraph (2) of subsection (h) in section 2a of the Youth Employment Act of 1979. This emergency law takes effect after mayoral approval and lasts no longer than 90 days.
