Stronger checks for youth job programs

The law expands who counts as a covered youth services provider in District youth job programs. Employees and volunteers of host employers or grantees in section 2a Youth Employment Act programs are covered when they have direct contact with, or unsupervised access to, youth. The Department of Employment Services runs criminal background and motor-vehicle record checks under the 2004 child-protection law. Foster parents and grantees remain excluded. This adds screening for staff and volunteers and aims to improve safety for youth in these programs.

Temporary law ends after 225 days

The law takes effect after the Mayor approves it, or a veto is overridden, and after a 30-day congressional review. It ends 225 days after it starts. The background-check rules apply only during this temporary period.
