Boundary updates to Northwest and Southeast retail areas

The law redraws some Retail Priority Area lines in Northwest and Southeast. It replots the area around Howard Pl NW, Georgia Ave, Barry Pl, Sherman Ave, and connected streets. It reroutes the line near New York Ave NW, New Jersey Ave NW, Massachusetts Ave NW, and 7th St NW. It also adds coverage along Pennsylvania Ave SE to K St SE and around Barney Circle SE. Parcels inside or touching the new lines are in the program and can qualify for retail incentives. Changes apply beginning February 4, 2025 through the emergency period ending May 5, 2025.

Eastern Market and Barracks Row prioritized for retail

The law creates two new Retail Priority Areas: Eastern Market and Barracks Row. Parcels inside or touching these boundaries are now in the program. This can make nearby shops and properties eligible for retail incentives under the Retail Incentive Act. The designations apply beginning February 4, 2025 and last through the emergency period ending May 5, 2025.

Emergency law in effect for 90 days

The law applies as of February 4, 2025. It takes effect after the Mayor approves it or the Council overrides a veto. It is an emergency measure and lasts no longer than 90 days. It sunsets on May 5, 2025.
