Emergency autonomous vehicle rules last 90 days

The law takes effect after the Mayor approves it, or after a Council veto override. It is an emergency measure and stays in force for no more than 90 days. The permit and notice rules apply during this period.

Permit required to test or operate autonomous vehicles

The law requires a permit to test or operate an autonomous vehicle on D.C. roads. You must give the District Department of Transportation electronic notice at least 10 business days before you test or operate. Until the Department posts a permit application, you may test only if an operator is in the vehicle and is driving or ready to take over, you follow all other laws, and you send the 10-business-day notice. The notice must list the number of vehicles; make, model, and type; operator training and license; where you will test; and the testing dates. The law also expands who must follow these rules to any person or entity and removes one prior subsection of the 2012 law.
