Fewer stops for on-duty delivery drivers

The law limits when Department of For-Hire Vehicles officers can stop delivery vehicles. If a driver is on duty and carrying a parcel, food, or a drink, officers cannot stop the vehicle unless they have reasonable suspicion of a violation. This applies only while the vehicle is actively transporting the item.

More migrant service slots available

The law raises the program limit in section 303(b) from 225 to 450. That adds 225 more places for eligible immigrants or noncitizens. The change applies to the program under D.C. Law 25-214.

New DC oversight for delivery drivers

The law defines carrier-for-hire as delivery services that bring parcels, food, or drinks for pay in DC. DC now applies its vehicle-for-hire rules to these delivery carriers, not just taxis and ride-hail. The Department of For-Hire Vehicles employs inspection officers who can stop and inspect delivery vehicles under its protocol. The Department can set traffic-enforcement rules for these vehicles. Officers must be trained on the rules for taxis, ride-hail, and delivery vehicles.
