Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Fewer stops during active deliveries

Inspection officers cannot stop an on-duty vehicle carrying a fare or an active delivery unless they have reasonable suspicion of a violation. Officers must be trained on the rules for vehicles-for-hire and carriers. This aims to make enforcement clearer and reduce trip interruptions.

Migrant services number raised to 450

The law changes a number in Section 303(b) of the Migrant Services and Supports Extension Temporary Amendment Act of 2024 from 225 to 450. The real effect depends on what that number controls in that law, such as a cap or a count.

New District rules for delivery services

The law defines delivery of parcels, food, or drinks for pay as "carrier-for-hire." The District's for-hire vehicles department now oversees these services and dispatch companies. It can write enforcement rules, inspect delivery vehicles, and stop them under department protocol. The department must employ inspection officers to enforce these rules on delivery operators.

Temporary law ends after 225 days

The law takes effect after the Mayor approves it (or a Council override) and a 30-day congressional review. It expires 225 days after it takes effect.
