Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Schools can help with NIL agents and payments

The law lets colleges, conferences, and athletic groups help athletes with NIL deals. They can help pick an NIL agent and arrange or provide payment to that agent. They can also arrange for, or collect, payments from third parties in an athlete’s NIL agreement. These steps happen under D.C.’s existing NIL rules.

Board disclosure rules delayed to 2026

Rules in 3 DCMR § 5710 do not apply before January 1, 2026. If you serve on a covered D.C. board or commission, any new disclosure requirements wait until that date.

NIL rule subsection removed

The law removes subsection (e) of Section 215 in the NIL law. Any limits or protections that were in that subsection no longer apply. If your NIL role relied on that text, your rights or duties now follow the updated section.
