Easier bidding for DC employee health plans

This law eases bidding rules for contracts to provide health benefits to District employees and their families. Contractors can submit a bid without a subcontracting plan and still be treated as responsive. Contractors must provide the subcontracting plan before work for the plan year starts. The law takes effect after mayoral approval (or a Council override) and a 30-day congressional review. The rule ends 225 days after it takes effect.
