Truancy pilot at five DC schools

The law creates a truancy pilot for School Year 2024–2025. The Mayor selects five DC secondary schools with truancy over 50% in 2023–2024 and notifies them at least 10 business days before school starts, with contacts, timelines, and procedures. At these schools, the usual attendance rule in subsection (c) does not apply to students ages 14–17 during the pilot. If a 14–17 year-old at a pilot school has 15 unexcused full‑day absences in a school year, the school must refer the student to the Department of Human Services within two school days. The Act takes effect after Mayor approval and a 30‑day congressional review, and it ends 225 days after taking effect.

DHS reports on truancy pilot

The Department of Human Services must publish a preliminary report by March 31, 2025, and a final report by August 15, 2025. The reports describe the pilot’s interventions and services and list the five top reasons for unexcused absences. They show the five most-used services and compare attendance, grades, and arrests to last year, before and after referral, and to similar non‑pilot schools.
