All-electric rules for Trust Fund housing

New construction that uses the Housing Production Trust Fund must be all-electric. No combustion equipment is allowed, except emergency backup power. These projects must be designed to meet Enterprise Green Communities Certification Plus or an equal standard set by the District. The rules apply only to new construction, not substantial rehabilitation under District law. The Trust Fund net‑zero rules end once final Clean Energy DC Building Code regulations take effect.

Rooftop solar required when feasible

New buildings and projects that replace or repair at least half of the roof must add rooftop renewable energy if it is feasible. Exceptions include poor solar access, needed rooftop mechanicals, rooftop amenities like pools or decks, and structural, shading, or design limits. The District may set other impracticable conditions by rule.

Shorter net zero upkeep rule

The law removes language that told projects to keep meeting net-zero energy rules. It now says projects shall fulfill requirements, without the explicit ongoing maintenance phrase.
