Clearer protections for victims under 18

The law updates wording so certain victim-related rules clearly apply when the victim is under 18. It replaces terms like “the victim” with “a victim under 18 years of age.” This helps prosecutors and courts read and apply these rules in cases involving minors.

Stronger civilian oversight of police

The law expands the Police Complaints Board from 5 to 9 members. One member comes from each Ward, plus one at-large. After the current MPD member’s term ends, no member may be tied to any law enforcement agency. The Executive Director can start their own complaint when they find new evidence of police abuse or misuse. This includes failures to intervene or report under MPD rules on use of force and reporting (General Orders 901.07 and 201.26).

Temporary law with 225-day sunset

The law takes effect after the Mayor approves it or the Council overrides a veto, and after 30 days of congressional review. All of its changes end 225 days after it takes effect. These timing rules make the reforms temporary.
