D.C. Water charges a fee on any District property based on hard surfaces. Roofs, patios, driveways, private streets, paved areas, courts, pools, and covered walkways count. The charge is the property owner’s obligation. Another section also says the owner or occupant must pay any billed charge. Unpaid charges become a lien, and the Mayor can enforce it. Owners or occupants can contest the bill using the normal water and sewer process. The act applies as of March 25, 2009. It takes effect after mayoral approval and 30 days of congressional review, and ends 225 days after taking effect.
