Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 2 costs, 1 mixed.

New staffing rules for glazing contractors

D.C. glazing contractor applicants must employ at least 3 licensed or temporarily licensed glaziers who perform the work listed in the application. Applicants must also meet bonding and insurance requirements. Until the Mayor adopts added licensing rules, the Board of Industrial Trades may issue 2-year licenses to applicants meeting these requirements. After those rules are adopted, applicants must also meet the added requirements. The law gives no dollar amounts for fees, bonds, or insurance.

New license standards for glaziers

D.C. glazier applicants must pass a Board-approved exam, complete a qualifying apprenticeship, or show comparable experience or equivalent education and experience. The Board decides whether the experience or education is enough. Apprenticeships must be registered with the U.S. Labor Department’s Bureau of Apprenticeship Training, D.C. Apprenticeship Council, or equivalent state council. Until the Mayor adopts added licensing rules, the Board of Industrial Trades may issue 2-year licenses through the exam or apprenticeship paths. Applicants must also meet any added requirements set by the Mayor’s rules.

Short-term emergency licenses for glaziers

During emergencies, D.C.’s Board of Industrial Trades may issue temporary glazier licenses under its rules. Applicants can receive these licenses without meeting the usual eligibility requirements. The Board decides whether to issue a license, and it can last no more than 30 days.

Unlicensed glaziers cannot claim a license

People without a D.C. glazier license cannot call themselves a “licensed glazier.” They also cannot use other words suggesting they are licensed to perform glazier services in the District. This provision does not state a fine.
