Bill Overview

Analyzed Economic Effects

5 provisions identified: 4 benefits, 0 costs, 1 mixed.

More paths to an accountant license

District certified public accountant (CPA) applicants must pass the required exam and hold a degree accepted by the Accountancy Board. A bachelor's degree with an accounting concentration, equivalent training, or added equivalent accounting coursework requires two years of approved experience. An accepted post-bachelor's degree with an accounting concentration requires one year; 30 extra semester credits can replace one bachelor's-route experience year. The Board decides which experience qualifies, and a licensed CPA must verify it. The Mayor can add qualification requirements through the District's rulemaking process, but this law itself sets no added requirements.

Outside accountants gain District practice access

Eligible certified public accountants (CPAs) with their main business location outside the District can practice without a separate District license. They must hold a valid, unrestricted CPA license in good standing from another U.S. state or territory. Their initial licensing requirements must have matched the District's exam, education, and experience standards. Accountants with District practice privileges immediately before this law took effect keep them, even without meeting the new standards. Using these privileges means consenting to District jurisdiction.

Motor clubs get storage-lot licensing relief

Qualifying motor clubs do not need to identify a towing storage lot when applying for a District vehicular services license. Businesses providing private towing exclusively for a qualifying motor club get the same exemption. Private towing means towing at the owner's request. A qualifying club must provide emergency roadside help to members and at least two additional services specified in the law.

Neighborhoods gain say over entertainment licenses

The District's licensing department must notify the affected Advisory Neighborhood Commission 30 days before granting or renewing covered entertainment licenses. Covered activities include theaters, cinemas, skating rinks, dance halls, exhibitions, lectures, and other entertainment. Notice must arrive by first-class mail or email and identify the applicant and proposed location. The department must give the commission's recommendations “great weight” in its decision.

Longer business licenses with refund options

District businesses can choose a four-year basic business license for $198; six-month and two-year options remain available. Expired business licenses can be renewed beyond nine months after expiration, though the supplied text does not state the deadline. The Mayor can refund all or part of license fees or taxes wrongly paid or collected under the business-licensing chapter. Refunds are not automatic.
