4 provisions identified: 3 benefits, 0 costs, 1 mixed.
Qualifying River East owners and former owners receive mortgage help for their first primary home in the District, not later purchases. Covered outstanding Home Purchase Assistance Program loans are converted to grants, removing the duty to repay them. For homes bought without that program's help, grants provide up to $50,000 toward mortgage principal through a recast or refinance. The housing department and tax office must record loan conversions in land records. Help depends on appropriated funds, is not guaranteed, and the program sunsets December 31, 2032.
Recipients exclude covered River East debt relief from District gross income for tax years ending on or before December 31, 2032. Covered relief includes debt or loans forgiven under D.C. Official Code § 42-2083(b) or (c). It also includes Home Purchase Assistance Program loans converted or forgiven under the new River East relief program. This exclusion can lower District income tax; it does not establish a federal tax exemption.
Qualifying River East at Grandview owners and former owners get access to grants to buy a primary home in the District. The law waives Home Purchase Assistance Program credit requirements. Former owners must have bought their condo between July 2017 and March 2019 and no longer own it. For this homebuying help, they must not have bought another primary home since leaving. Help depends on appropriated funds, is not guaranteed, and the program sunsets December 31, 2032. The housing department must report to the Council by September 1, 2027, and annually through fiscal year 2032. Reports must cover relief counts and amounts by type, each recipient's purchase ward, and administrative or funding challenges.
Qualifying River East owners and former owners get priority for Inclusionary Zoning or Affordable Dwelling Unit ownership homes. The home must be their next primary residence, and this help covers only their first qualifying unit. Its affordability restrictions end 15 years after their River East condo closing—not 15 years after the new purchase. This reduces restrictions for the owner but ends affordability protections for later buyers; the change must be publicly recorded. These relief provisions sunset December 31, 2032.
