DC driver rules get separate start dates

The law sets separate start dates for parts of DC’s 2024 traffic enforcement law. Section 3 applies to the Ignition Interlock System Program beginning January 1, 2027. For all other purposes, including the Intelligent Speed Assistance Program, Section 3 applies from the 2026 emergency amendment’s effective date. That emergency amendment was enacted February 3, 2026; the supplied text does not give its effective date. Sections 4(d), 4(f), 5, and 6 of the 2024 law also apply beginning January 1, 2027. This temporary law takes effect after mayoral approval or a veto override and a 30-day congressional review period. It expires 225 days after taking effect. The Council adopts the Budget Director’s fiscal impact statement; this law does not provide a new funding appropriation.
