Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

No deed taxes on parish transfers

The Archdiocese can transfer the listed parcels to the named parishes by supplemental deed with no payment. These transfers do not owe deed recordation or deed transfer taxes. They also do not require a real property tax exemption application. This rule only applies to the parcels named in the law.

Property and deed tax break for Archdiocese

The law exempts the listed Archdiocese parcels and any buildings on them from real property tax. It also waives deed recordation and deed transfer taxes for those parcels. The exemption applies only while the Roman Catholic Archbishop of Washington or the named parish owns the property. To keep the property-tax exemption, the owner or any lessee must use the property for religious, charitable, educational, or related services. Any taxable part of a property still pays tax under section 47-1005.

This temporary law ends after 225 days

The law takes effect after the Mayor approves it and after a 30-day congressional review. It ends 225 days after it takes effect.

Annual filings for Archdiocese properties

The Archdiocese or a named parish that owns a listed property must file the yearly reports required by section 47-1007. Appeals follow the process in section 47-1009.
