Water shutoffs and fines for residents

DC Water may shut off water when an owner or occupant leaves charges unpaid for 30 days after billing. A change in owner or occupant does not prevent the shutoff. No one may restore service after a nonpayment shutoff without DC Water’s express approval. Unauthorized restoration carries a fine of at least 20% of the overdue charges or $100, whichever is greater. DC Water must excuse the owner or occupant if it finds they neither restored service nor asked someone else to.

Clearer water shutoff notices for occupants

DC Water must follow the District’s Language Access Act when serving the public. Before ending water and sewer service, it must post notice outside the property at least 30 working days ahead. It must also post at each unit where publicly accessible and practical. Notices must use English, Spanish, or another language DC Water reasonably determines occupants may speak. Developed with the Office of the Tenant Advocate, notices must identify who owes money, the amount, and days past due.

Late fees for overdue water bills

DC Water may add up to 10% to water or sewer bills unpaid for more than 30 days. After more than 60 days, it may also charge a 1% monthly penalty, compounded monthly. These late-payment rules apply retroactively to April 18, 1996. The emergency law lasts no more than 90 days after mayoral approval or a Council override.
