2 provisions identified: 1 benefits, 1 costs, 0 mixed.
The law limits three specified victim-protection provisions to victims younger than 18, including sexual assault victims. Victims age 18 or older are excluded from these provisions, not from all victim protections. The affected rules are D.C. Code §§ 14-310(b)(4), 14-311(b)(4), and 14-312(b)(5). This age limit ends when section 4 of the 2026 LEARNS Amendment Act applies. The emergency law takes effect after mayoral approval or a veto override and lasts no more than 90 days.
The D.C. Police Complaints Board grows from 5 to 9 members: one from each Ward and one at-large. After the current Metropolitan Police Department member’s term ends, no member may have ties to a law enforcement agency. The Office of Police Complaints director can start a complaint after finding evidence of police abuse not originally alleged. This includes failures to intervene in or report observed excessive force or misconduct, or immediately report rule violations to a supervisor. The director can also use existing complaint-review actions under D.C. Code § 5-1107(g)(2)–(6). Section 2’s stated sunset is when section 105 of the 2022 policing reform law applies, identified as April 21, 2023. The emergency law takes effect after mayoral approval or a veto override and lasts no more than 90 days.
