Certain victim protections limited to minors

The law limits specified victim references in D.C. Code sections 14-310, 14-311, and 14-312 to people under 18. This includes a reference to sexual assault victims. Victims age 18 or older are excluded from these references, not necessarily from other legal protections. These changes expire when section 4 of the 2026 LEARNS law applies, identified as July 2, 2026. The act took effect after mayoral approval or a Council override and a 30-day congressional review. The full act expires 225 days after taking effect.

Broader civilian oversight of D.C. police

The law expands the Police Complaints Board from 5 to 9 members: one from each Ward and one at-large. After the current police member's term ends, no member may have ties to a law enforcement agency. The Office of Police Complaints director can start complaints about newly discovered police abuse not alleged in the original complaint. This includes officers failing to intervene in or report misconduct or excessive force, or immediately report specified police rule violations. The director can also use existing complaint-handling powers. These changes expire when section 105 of the 2022 policing reform law applies, identified as April 21, 2023. The act took effect after mayoral approval or a Council override and a 30-day congressional review. The full act expires 225 days after taking effect.
