Budget meetings and hearings during recess

During recess, the Committee of the Whole can hold hearings or roundtables, including joint ones. This authority ends September 15, 2025. The Chairman can call an extra legislative meeting during recess to consider the Mayor’s budget and any revised, supplemental, or deficiency budgets. UDC can submit FY2025 grant budget changes between July 15 and September 15, 2025, and the Council counts the review time in that same window.

Closed sessions for public safety briefings

The Council may meet in closed session to discuss methods to protect the public from terrorism or major health dangers. Staff, lawyers, law enforcement, or emergency officials can brief the Council. These talks stay closed when disclosure could endanger the public or the body.

Clearer Council meeting and voting rules

The law clarifies what counts as a meeting for committees and for the full Council. It replaces “roll call vote” with “recorded vote.” It removes parts of Rules 371, 373, and 374. It also limits a duty to the ad hoc committee chair, not the Chairman. These are internal rule updates and do not change household taxes or benefits.
