Council committees can act during recess

The Council’s Committee of the Whole can meet and take action during a recess. It must post public notice at least 48 hours before with the date, time, place, and a list of measures. It must share a draft agenda and drafts of each measure at least 24 hours before. If a listed measure has a sequential referral, an earlier committee may also meet and act on it with at least 24 hours’ notice that includes the agenda and draft measures. When an earlier committee adopts its report and print, the measure is ready for the Committee of the Whole and is taken up with its markup. This rule is in effect now and ends on September 15, 2025.
