If you rent a DC apartment with the Low-Income Housing Tax Credit, local rent-stabilization rules do not apply. Your rent and any increases follow LIHTC rules and your lease or financing terms. HUD limits LIHTC rent increases by formula (for example, 5% or twice national income growth; capped at 10% in 2024). Property owners must follow the LIHTC rent limits, not DC rent caps. This emergency law takes effect immediately.
