Approval for tax‑exempt hospital financing

The Council provides the public approval needed for tax‑exempt bond financing. A public hearing is held as required. This lets the project borrow at tax‑exempt rates, which can lower interest costs.

Children’s Hospital upgrades financed by bonds

The law lets the District issue up to $550 million in revenue bonds. The District loans the money to Children’s National Hospital for upgrades at its main campus. Funds add 14 PICU beds, renovate the ER, and build a Special Maternal Delivery Unit. Money also installs the EPIC medical record and billing system, can refinance 2015 hospital bonds, and can cover interest, reserves, and issuance costs.

No taxpayer guarantee; hospital pays fees

These bonds are special obligations of the District. The District does not pledge taxes or its full faith and credit. Bondholders are paid only from loan and other pledged revenues. The Mayor charges the hospital program fees to cover issuing and monitoring the bonds.

How the District issues these bonds

The Mayor sets final bond terms and may delegate duties to authorized officials. Bonds can be sold by negotiation or competition and need an approving Bond Counsel opinion before issue. The District can issue refunding bonds, but total bonds outstanding cannot exceed $550 million. The authority to issue ends if no bonds are delivered within three years of adoption.
