Longer holdover for District utility commissioners

The law lets Public Service Commission members keep serving up to 270 days after their term ends. This replaces the old 180-day limit and takes effect immediately. It applies to commissioners whose terms end June 30, 2026, including Chairman Emile C. Thompson and Commissioner Ted Trabue, Jr. The law does not provide new funding.
