Bill Overview

Analyzed Economic Effects

5 provisions identified: 4 benefits, 1 costs, 0 mixed.

Health plans must cover volunteer ambulances

Group and blanket health policies, contracts, certificates, and plans delivered or issued for delivery in Delaware must cover volunteer ambulance services. Coverage must pay at least the cost of every ambulance run and related basic life support from volunteer ambulance companies. It must also include an allowance for unpaid service.

Witnesses with cognitive disabilities get support information

Crime witnesses with cognitive disabilities and their families have a right to information about appropriate social services and programs. This includes information about help coping with the emotional effects of the crime and later court proceedings.

Landlords cannot pressure manufactured-home lot tenants

Landlords cannot use undue influence or pressure to make manufactured-home lot tenants sell their homes to the landlord. They also cannot pressure tenants into a deal that ends their right to transfer the lease. Tenants who reasonably believe the landlord acted willfully can sue for actual damages they suffered.

Lawful utility work gains criminal defense

People charged with tampering with or connecting to utility property have a legal defense when their conduct had a lawful purpose. Covered property belongs to gas, electric, steam, waterworks, telegraph, telephone, or other public utilities. This defense applies only to that criminal-mischief paragraph, not the broader subsection.

Manufactured homes excluded from construction-fraud protections

Delaware's new-home-construction-fraud law excludes manufactured homes, as defined in Title 25, Section 7003, from its definition of a dwelling. Protections in that law that apply to dwellings do not extend to those manufactured homes.
