Plate fees go into a special fund, with the $15 administrative portion supporting DMV's plate promotion and administration. Proceeds left after those costs go to the State Treasurer for the Delaware State Education Association Fund. The association uses that money to support access to quality education for all students. The law does not set a total funding amount.
An initial education plate costs $50 once, including a $15 administrative fee, on top of annual registration fees. Applicants still pay the $50 even when exempt from registration fees under Delaware law. DMV sets the replacement plate fee, which must cover the plate's cost. The law removes the former fixed $15 replacement fee but does not state the new amount.
The law replaces Delaware State Education Association centennial plates with an updated plate; existing centennial plates remain valid. DMV issues the updated plate only after receiving at least 200 applications. Private passenger vehicles qualify, as do other motor vehicles or trailers with a manufacturer's weight rating of 26,000 pounds or less. Individuals, companies, and other organizations can own eligible vehicles. Vehicles qualifying for International Registration Plan registration, alone or in a combination, cannot get the plate. The association submits designs for DMV's final color and design approval. Designs cannot be only black and white, and DMV can reject designs that create public-safety enforcement problems. The design can replace “The First State” with “Delaware State Education Association.” The plate keeps the vehicle's current letters and numbers, and DMV can issue rules to run the program.
