Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Bowman can tax lodging up to 8%

The law lets Bowman charge a lodging tax of up to 8%, but does not require the city to impose it. It covers paid stays at hotels, motels, inns, lodges, tourist camps, tourist cabins, campgrounds, and other places regularly offering rooms. Covered operators must be city-licensed or required to pay city business or occupation taxes. The tax must follow Bowman's January 30, 2026 resolution, which sets the rate, tourism projects or purposes, and revenue allocation.

Bowman directs extra lodging taxes to tourism

Each fiscal year Bowman collects this tax, spending rules apply to revenue above what a 5% rate generates. At least 50% of that extra revenue must promote tourism, conventions, and trade shows. Bowman's designated destination marketing group, or another entity authorized under existing tourism contracts, must carry out that promotion. The rest of the extra revenue must support tourism product development. Spending must follow the city's January 30, 2026 resolution; the law provides no direct household payment.
