Hinesville authority cannot force property sales

The Hinesville Conference Center and Tourism Authority cannot use eminent domain to take private property for its projects. This protects property owners from forced takings by this authority.

Hinesville creates conference and tourism authority

The law creates an authority to oversee building and running a Hinesville conference center and promote local tourism. The center supports civic, cultural, educational, and business events. Seven city-appointed directors serve four-year terms and remain until their replacements are ready. Four directors form a quorum; a majority of that quorum can act. Directors elect a chair and vice chair, adopt bylaws, and meet at least monthly. They receive no pay but can get reasonable, necessary business expenses reimbursed. The city fills vacancies for the remaining term, including after three consecutive unexcused meeting absences. The authority can hire experts, contract for services, set operating rules, and grant exclusive business rights or concessions. It can also arrange to use government facilities and services. It can hire a paid executive director with business leadership experience, preferably in conference operations and tourism promotion. The director manages operations, promotion, and staffing; some staff must focus on tourism.

Hinesville tourism funding gets spending limits

The authority can seek loans, grants, guarantees, and other financial help from government and private sources for its facilities. It must follow each funding source's terms. All authority money must support conference centers and tourism and recreation promotion within Hinesville, not unrelated purposes. The authority must keep proper financial records and pay for an annual audit. The audit is public and must go to the city government. The law provides no specific funding amount or guaranteed award.
