New fee on Franklin Springs court fines

Franklin Springs Municipal Court can add a technology fee to each criminal or quasi-criminal fine paid to the court. The judge sets the amount, capped at $15 per fine, and the court clerk can collect it. The money funds only court technology, including computers, software, and imaging, scanning, fax, communications, projection, and printing equipment. Allowed costs include purchases, leases, maintenance, and installation as specified by the law. The clerk must keep the money in a separate account, subject to audit by a city-approved auditor. Authority to charge the fee ends July 1, 2036. After that, remaining money stays dedicated to general city technology uses. If the city governing authority finds a surplus, the clerk can transfer that surplus to it.
