Added technology fees on Canon court fines

Canon Municipal Court can add a technology fee to each criminal or quasi-criminal fine paid to the court. The judge sets the fee, up to $15 per fine. The money can only fund court computers, software, imaging, scanning, fax, communications, projection, and printing equipment, including purchases, leases, maintenance, and installation. The clerk must keep fees in a separate account, subject to audit by an auditor approved by city leaders. Authority to charge the fee ends July 1, 2036. Any money left stays dedicated to general city technology uses. If city leaders find a surplus, the clerk can transfer that surplus to the city governing authority.
